I have a similar drum (Deems/Festival), from a year or two prior. The paint on it is similarly distressed.
Mine is a Duco gold-over-black, and I'll eventually repaint it in that finish.
It's not my drum, but the idea of stripping and refinishing such a piece in a transparent finish, which that model did not originally come in, makes me cringe.
That silver-over-blue is a pretty rare finish; I've never seen one outside a catalog.
My course of action was to take all the metal off the shell, gently encourage whatever paint was about to fall off to go ahead and fall off, polish up the metal as best I could, touch up the bearing edges, reassemble, and play.
One day I will repaint mine as close to the original gold-over-black as I can get it (I need to learn how to use my spraying tools first).
I come from more of a guitar background, and guitarists expect their instruments to show some character as they age. Also, the snare is kind of mostly hidden behind the rest of the kit from the audience's POV.

As for my friend's snare, I just cleaned it (carefully) and reassembled it, adding a damper which was the only piece missing from it. Thanks for all the input!!!

that's exactly right. 6 lugs. this one has a uncommon strainer from the period. but still the same shell. thanks too jeff...mike
