Looks like a modern version of the kind of drum that Wurlitzer used in their orchestra player piano's. There are antique versions of it, but that one looks modern.

The OP drum is a Remo "Legato" snare apparatus that is designed for a marching snare. It is capable of super high head tension, & clips onto the top of a shell. This top piece is often found separated from the bottom shell. They were never meant to be played as a "single headed piccolo" , but they do have a great Scottish drum voice.
tdennis is right. It's the top half of a modern marching snare drum.
