I've got a Slingerland bass drum with the cymbal mount but I'm missing the the "L" shaped arm / tilter rod assembly.

I thought I might be able to replace the entire cymbal holder with a modern mount that fits the stock Slingerland hole spacing?

The original Slingerland mount and arm looks a little flimsy and the prices for originals seem to be pretty steep.

I have a modern Gretsch cymbal mount (another stillborn project) and it's beautifully made and very strong looking but alas the hole spacing is different. I see Gibraltar, Ludwig, and DW make a bass mount cymbal arm.

I would buy a Ludwig Atlas mount for that..That's what i use on my vintage Ludwig kit, is isolated very well and comes with 2 nylon inserts for the whole space of both 9.5 and larger, which basically fits modern and vintage L-arm bars..

All you do is replace an original Slingy lug with the Atlas mount and voila ! You're all done.. No drilling necessary..

They also fit any screw spacing on any vintage drum when installing it.

I believe Gibraltar still offers a cymbal arm in the 3/8ths inch diameter you need for that Slingerland bracket. It might look a bit flimsy compared to modern overkill hardware but those bracket/arm combinations served well for several generations of drummers.
