I had the same problem, I ended up buying just the "L" arm off ebay, cutting it to the required height and then mounting a vintage tilter to it.
It's non adjustable so you need to be sure before you finalize it.

I like my ride in exactly the same spot, but I have to use a modified boom to do it. I'm surprised no one has manufactured a short cymbal arm for just this purpose... setting the cymbal low. It's why I never play 2-up toms. That second tom is always right where I want my ride to be.
