Yes it does - reload the page. Or try another browser. And wait a moment. It's a big file. I've just tried from a different browser and it still works. You do not have to sign up to download this file. When you press the download button it starts the download then prompts asking if you want to join. If the prompt appears first, just close that window and then you will be able to download the file.
