Looks like mid-sixties based on the earlier version of the triangular double tom mount on the bass drum. Can't quite tell, but the mounts on the toms themselves look a bit different that what was shown in the catalog. Catalog shows the same unit was used for the tom mount as was used for the floor tom leg mount. A closeup of that part of the kit might help identify it better.

I had a burgundy sparkle set back in the early 90's that had the same mount on the bass, had the catalog version of the tom mount, but was missing the post and 'L' arms you have, which look like the catalog versions.

I had a 14x20 bass, 8x12 tom and 14x14 floor tom, so I often wondered if it was custom ordered with the post mount instead of the rail and then the post got lost, or maybe it had double toms at the outset and one tom got away too.

In any event, it appears what you have is rare and I would expect it is quite valuable too.
