Based on the badge it's from the early 1930's.

Pretty rough shape. The enamel finishes tended to crack and flake. There should be a "BLACK" stamp inside the shell. Should be a solid shell too.
In good condition, one of these should be in the $750-900 range.
Nice drum to have though. See what you can do with it.
