The one that fits through the arm and the circular disc, closing the clamp in the tom arm.

Not the one that holds the arm to the rail.

It's a strange size....

Ok, we're talking about the older style with the "clock-face" dial on it. I haven't had one of those in years, so I'm not sure what bolt is in it. Maybe someone out there has this mount and will check that bolt size for you.

It's as you described. 5/16 square, and 1/4 20 bolt....

same?

I was just doing some checking and I have a feeling the bolt is the same as the lower one, which is a 5/16-18 and about 1.25" to 1.5" long. Both my upper and lower bolts on my "ratchet" rail consolette use the same bolts. I replace them with beautiful chromed bolts! Hope this helps!
