Can anyone ID this drum kit?

They are supposed to be Ludwigs.

I don't see any badges nor do I see this wrap in any of the catalogs.

The tom mount makes me think 70's to 60's but I'm no expert for sure.

Definitely not Ludwigs. Those aren't Ludwig lugs. I'd say it's a stencil kit.
