Well, I'll say that it's a student single-tension snare that may be a 12' or 13" drum. It's true that the hardware is intact, so that has value. The 99 cent appraisal was a jest, but there are not many parts snare drums I'd pay $100 for, if that is indeed the case. Good luck.

It looks about as round as anything that came out of the Ludwig factory in the 60's when they were lapping the wraps into the shells, and most people seem to think those drums sound fine. Most vintage drums are out of round to varying degrees, it's usually no problem.

Those strainers can sell for $70 alone on eBay. They're difficult to find.
