It could be most of a contraption that clamps to two floor tom legs to make the floor tom or cocktail drum a functioning bass drum when the reversible bass drum pedal is clamped on to the flat bar.

Search Google for "Danmar hoop clamp" and then click the "Images" tab. You will see a number of images of how the "L" part you have attaches to the hoop once the missing piece is in place. The double-ended accessory bar (which was sold as a separate item) is also shown in some of the pics. That bar clamps and attaches to the round post and something else can be clamped and attached to the other side.
I used to use the same pieces you have to suspend a triangle.

I think this is a piece that mounts between two tension rods ( like the leg rest in Rims n Skins photo) but I don't see any additional holes where you would mount a leg rest or a cymbal. Did you ever see the marching bass drum player with a cymbal mounted in BD and the other in his hand?
