Being you are where you appear to possibly be.... That will be a fairly unique drum in your part of the world and $280 is probably a very, very good price. It would be a very, very, very good price right here in the States. In an open auction, right now, a drum like that could go 500-600.
I am assuming you have a "no serial number" badge........ these were made 1979-1981. These badges were widely used during that two year period. There is no way to approximate a date for a drum with that badge any closer than ... here or there.
