You can also phone ebay. About 4 months ago I went on the ebay community forum and raised dung about them hiding from buyers and allowing only email communication about only a set list of issues.
About 1 month later they made phone lines appear again and it is easy to communicate with them now. I've even been patched through to talk to Germany( in English) more than once.
In their telephone prompts; there is a specific question about whether you are inquiring about a cancelled auction. I have never used it but presumably you can find out the details about one there.
I have never liked the policy of allowing auction cancelling---it has happened to me many times but I just move on. Ebay is a site that provides an on-line auction service . It would be hard for them to have any legal hold on individuals who have chosen to take the lure of top dollar from someone , on or off the site. Ebay doesn't like the practice any more than you do but what are they supposed to do about it?They would have to find absolute evidence of policy violation. They allow for damaged or lost items to be withdrawn from auction---it only makes sense, so if someone sells something outside of ebay and then files a claim , that the item was damaged, then it is what it is , whether truthfull or not.
Now,;if there is a complaint about such a situation, they may investigate by reviewing communication between the seller and others , through their system. Ebay has put some sort of limitations on people using their system to communicate email addresses and then doing a private deal. You can no longer send a message through the ebay system that carries an email address( with the at symbol)) but you can use something like this kona(at)suchandsuch.ca, in order to prompt outside communication. If ebay has enough evidence to investigate, then they will discover that sort of hankypanky but who wants to take it that far?
