Those are beautiful old drums! Congratulations! This is just an opinion. I am not an expert at anything. Do not use steel wool on the chrome no matter how fine the grade. It will leave scratches no matter how microscopic. There are plenty of good commercial rust removers out there that are far gentler than steel wool! After the remover is applied, products such as Turtle Wax Chrome and Rust Remover will shine up the old parts as well as can be expected from drums of that age.

Make that steel wool with oil or wd40 and the wool won't scratch the chrome.
Nice score! Use some steel wool to clean up the chrome and they will look almost new. Looks like a 60's era Japanese Stencil kit, by now that Luan Mahogany should be fully dried out and hardened adding a lot more resonance to the drums now than they would have had when new. If you put some new modern heads on those drums they will sound like a $3000 kit.
