If you buy it, it's your drum and you can do a whatever you want. I personally wouldn't drill it, and I suspect from your comment it appears you're not 100% confident drilling would be a good idea. Not sure of the size of the drum, but if it's a 14x22 Superclassic, there were many WFL and '60s Ludwigs sets made in white marine pearl with a rail mount and cymbal stand bracket, not to mention drilled spurs, either telescoping it folding. If it were me, I would probably keep looking until I found what I wanted, which in my case ended up being a 1961/1962 3 piece Ludwig Superclassic 13/16/22 set in WMP.. But then, you're not me.
It's actually a 24x14 and I was hoping for a champagne sparkle, but this opportunity came about rather unexpectedly. The size is the real selling point for me. I've encountered very few, and they've all had a central tom mount except this one.
I wouldn't plan on selling the drum, so any modifications I made wouldn't be someone else's problem down the road. And if I did part with it I can't imagine it'd be to make a profit, so a hit to the wallet wouldn't be a factor. I'd simply pass it on to another drummer who could appreciate it.
All that said, the reason I'd be hesitant to modify it is because it's a small piece of drum history. It's lasted for 50 years in its current state and I wonder if that shouldn't be preserved, even if it isn't exactly what I want.
Anyway, I guess I'm just thinking out loud here haha
