I think you're about right with your 1978 assessment. That's about as close as you can likely get it narrowed down, even with serial numbers. The black plastic handle on your thin spurs would be 77-78ish. Later ones would have the thicker spur design. The pointy edged badges would also date to before 1979ish. I can't tell if you have 3 ply shells or six ply and the transition was right around 1978 for that as well.
Without sizes there's no way to know what outfit you might have but if it's the standard five piece 12/13/16/22 setup that would be the classic "Big Beat" (or "Hollywood" depending on what hardware was included) outfit.
It should be noted that the names merely refer to the configuration of sizes and hardware of a particular cataloged outfit. ALL THE DRUMS WERE EXACTLY THE SAME REGARDLESS OF WHAT OUTFIT THEY WERE IN. For example 9x13 tom was of the same construction no matter what outfit it may have been included in. So you might have a "Big Beat" outfit there, but there is no such thing as Ludwig Big Beat model drums. Etc etc. for all the catchy outfit names they had. So it could be a 13" tom from a Big Beat outfit, but it is NOT a 13" Big Beat tom.
