I was thinking earlier...But I'm not sure how late they used it. Here is the decal/tag on my 1938 Ludwig Practice Pad. It appears to be a bit different than yours however.

Well!That's a fine pickle you've got me in.No doubt the decal/tag on mlayton's 1938 practice pad is the same as mine on a tambourine and wood block.Guess it's been around longer than I thought.

Yeah, I see what nittanyperc is referring to on the label difference. Mine has "Made in the USA"at the bottom and yours does not. Sorry for the confusion. Also the tag/label on mine is the same as one on my '29-'30 Ludwig Emerald Green floor tom.
