Ludwig used that style double tom mount as early as the 1970 catalogue,check this, http://www.vintagedrumguide.com/images/ludwig_sets/rock_duo/ludwig_rock_duo_71.jpg so I think your mount is for stand mounted double headed toms,for their concert toms they used a clip mount to keep toms closer together,your mount would work in a regular kit BD mount,but Bill ludwig for many years wanted drums and hardware to be as light as possible,so the Bd mounts were shorter,until the Industry made every body beef up hardware in the late 70's.
