Hi Bill,
The inlay on that drum is amazing! Great to see the paint come off and reveal the wooden detail underneath. Once it's down to the bare wood, a new coat of shellac would bring the original warm appearance back nicely.
Never seen a badge like that before. Maybe there are more out there somewhere.... I'd reach out to some of the rope drum guys and see if anyone has any leads at all. They deal with things from this period more often than most of the cats around here.
What size is the vent hole? I had a batch of rosewood grommets made up a while back by a local wood turner but they are intended for snare drums and may be too small.

You may find that the key is 5/16" and if so I have a few of those keys. I have a Lyon&Healy 24x8" bass drum but not so elaborate as yours. Beautifully made drum.
3 coats of shellac and looking good so far.
Hoops painted original black with polished metal
inset rims.
