Stephen - If you can find a way to remove (knock off) the bolt he welded to the hex-head, you can use a standard Ludwig hex wrench to tighten and loosen the retaining bolt. The head on the retaining bolt looks ok. I have to check my stash, but I 'may' have an extra hex wrench. I'll be happy to gift it to you for your kit - (if) I actually have a spare and I can find it! I'll let you know.

The last photo is correct, it's a cymbal tilter bolt/thumb-screw for the hi-hats. Just get the rust off, re-install it and your good to go.

The welded bolt on the hex bolt is a funny work-around, albeit very creative, I have to admit.

So those may be the original bolts with a random screw welded on? hahah, I thought the originals were thumb bolts sort of like the hi-hat one. Interesting, I didn't know there were regular bolts from the factory.

I appreciate the offer on the Ludwig wrench, I don't know anything about them. Does anyone have a link to a picture?

Actually, the hex bolt belongs on the rail itself. Somebody just grabbed one and used it on the tom holder. But it's legit. With the hex wrench, you'll be able to loosen and tighten it easily. Try getting the screw off the top of the head with a hack-saw.
