Possibly...I might be worried it would put a lot of stress on the mount...what do you think?

I'd put both toms on a separate stand, having them in centre, and I'd put BD more to the right, and HH and Crash more to the left. Or make the 13" hanging floor tom.

I'd look at the rail mount and see that it is firmly attached to the bass shell, then try the 2 toms on the one rail mount idea. If you are concerned that the 2 drums would put too much stress on the shell, then you have a few other options:
1) Get a double tom mount stand and put both drums to the left of the bass from your sitting position. You can get a ride cymbal in there close at the right..
2) if you have to have both drums over the bass, try a cymbal mount bracket or a tom stand at the right of the bass and leave the rail tom mount in place for the left side rack tom.
3) try the Ringo method a la Rooftop concert in Let It Be, and put the double tom stand in front of the bass drum. This may put the toms too far away for your tastes though.
Of course it goes without saying.. DON'T DRILL!
