I can't see it all that well in your picture but to me it looks like it is the top section of a Ludwig shell mount cymbal holder, riding on a 3/8ths" rod of indeterminate origin (cut down floor tom leg possibly) which is clamped to a Ludwig Standard line single tom holder.

Here are all the pieces I think I'm seeing as they are put together. Although, again, I might not even be looking at the right thing you're after identifying. if it's not exact it is a similar concoction.
Since the bottom portion of the BD cymbal mount was being utilized, something was needed to connect it with the 3/8" rod extending the top portion. That single tom mount wouldn't have worked because it would've required a stand base in order to properly support the cymbal mount. This is why I think parts of Ludwig's newer double tom mount were used. They look just like the top portion of the single tom mount; together, they would have formed a makeshift clamp (so, not an actual part, but a part from a part). If you look at the picture attached in post #7, you'll get a better idea of this.
Can`t help you with the part, but may long live Micheal`s very tastey playing with McDonald & Giles.He was a true innovator in the styles and touch he had on the drums and for the most part went unnoticed in todays drum circle.Thank you for mentioning his name here on the forum and best of luck in identifying your part.
