I recently came across some NOS mij parts and there are several hex tom and bass parts that look like this.....I sure would appreciate any help I can get in identifying these and the brand(s) they would fit....thanks in advance....

I think these are Pearl Tom mounts. Pearl had two different hex shaped Tom arms in late 60´s until 1978. These belong to the older, thinner version.
Compare with this picture from Pearls catalog from 1969.

I have a Dixie kit from 70-72 that have that mount on the toms. Evidently Pearl made. These may have appeared on other MIJ Stencils as well (Apollo maybe).

Yes John: These were used on severel MIJ Stencils even after Pearl stopped using them themself. Actually, Pearl used them on their own budget brand "Maxwin by Pearl".
