That is a relatively recent "Made in China" lug.I don't know the brand name,but "Argent" comes to mind.

I don’t think that it’s a Star 924 lug. I have polished two full kits worth of those. Maybe a Trixon?

I agree with Mr. Toast 100%. I collect vintage Stars and those lugs are not 924's. I know nothing about Trixons so maybe?

Here's a picture of a tom lug on an Argent drum. Again, close, but not the same as the OP posted.
