Jim, Wow! that's way cool, you bought a cool museum historical piece, not all that great sounding for modern application but man what a steal of a price!!

VERY cool score at that price. Other than the torn heads and frayed guts, it appears to be in sound condition. You may not have all that much to repair. Tuck a couple of new calfskin heads, re-string some guts, and you could be up and running.
I'm pretty sure it's a bit older than the seller thought. Single-tension rod-tuned marching drums with >12 thumb screws seem to be most common in the 1900-1930 time frame. (I'm not a W&A expert, though.)
