Are the knobbies rotating on the mount plate? or is it the legs that do not tighten up inside the knobby?

Yes, I have hex-shaped legs and it does rotate 360º on the mount plate. They get pretty tight when I tighten them up. But, they rotate and can collapse if bumped or if played loudly (like last night!)

You are still not explaining the problem clearly enough. Is the leg rotating and slipping from being tightened within a tom leg holder? Or is the circular part of the tom leg holder through which a tom leg passes spinning around?

The mount needs to be peened to the plate. This is a two part mount, not counting the cap. So, if rotation of the actual mount is your problem, then you need to remove them and peen the joint to the plate tight. I have never had to actually do this, but there are instructions here somewhere, or at DFO.

The circular part, which says Rogers and receives the hex leg, is spinning around with or without a leg in it. All 3 of them are doing the same thing. So Leedybdp it is the latter question you asked.
