Transition seems to have occurred in 1967. Most 67's have bowtie, but the 67/68 catalog introduced the new rod. The 68's, which also seem mostly to have speckled interiors are usually equipped with the new rods and claws.

Andy,

+1 on Dan`s information. My 67`( bought new) has the bowtie t-rods and my 69`(also bought new) and likely built in 68`has the new style so Dan`s right on.

Rogers started making change of bow tie in 1967 but were not seen till late 1968 into 69 due to stock overflows. Yet in catalogs they posted photos of what was coming.

Yep, that's the other problem with trying to determine "what year is my Rogers drum?"(in addition to the almost random serial numbering). There's always the gap between when the factory changed a feature or configuration and when those changes actually hit the retail stores. From my tracking, 1967 saw the change in bass T-rods, the change in Beavertail lugs to the lighter version, the change in interior gray paint to speckled, and the loss of two crease lines on the COB Dyna (from 7 to 5). So while you may score a Rogers Holiday bass with faucet T-rods and a gray interior and assume it must pre-date 1968, it could have been sold brand new in 1968 or even 1969 as Cuquito states.
