I have seen many,many G. 3 ply drums with said small holes by the outside edge....

I'm wondering if those holes are intended to prevent buckling of the wrap. Maybe the factory was experimenting to find out if doing that--especilly under the lugs--could prevent buckling that was frequently accociated with some wraps like the ripples or pearls.
Thanks for the reply Leedybdp. That is a logical explanation of those staple holes in the wrap with out the staples. All were covered up by the lugs and hoops when assembled. Good one!

They are most certainly NOT oddities! They are normal for this era of Gretsch drums. In fact, if a Gretsch drum from this vintage came to me without the pinholes, then I would assume that they were fake and/or re wrapped.
Maybe I should of been clear-er. I should of said the Rogers oddity because that's NOT the norm for the Rogers Co.
And I do believe leedybdps opinion about that Rogers ripple pearl. But that's just my opinion about his opinion.

Yes it would. Look carefully, it might be a rewrap. Or maybe your eyesight isn't so good. And as we've seen with any vintage drum, the factory wasn't always so consistent.
