I have recently started restoring slingerland drums and I keep coming upon rack toms with out badges. Is this normal? Was it certain years or am I finding a sets that have a matching wrap but not the same kind?

Welcome.
Somebody will chime in with a better answer but I believe I remember reading (in Rob Cook's book)** that they started badging toms in 1966.
There are normally date stamps in the drums... and there are hardware clues that can nail your years down.
Post a couple picks.

Slingerland early to mid 60's toms did not wear badges. The bass drums did, though. Check the Slingerland History section throughout here. Good stuff by the Dr.
You might also consider picking up Rob Cook's Slingerland Book. Lots of good info there that you might find useful as you look for other Slingy drums and hardware. I just finished a Slingerland restoration and found myself consulting the book every time I wanted to purchase anything :)
