When you want your snare side head (Ludwig no collar) to be the same tension as the batter head of the snare drum (Remo coated ambassador).
Does the snare side head needs more or less tuning rod turns, to be the same tension as the batter side head.

actually the 1st device was derived from the printing industry. This type device is used to measure the paper tension on a press line.
Simplified answer is Yes... it usually requires more (or less) turns...
(Start with the same amount of turns and then adjust it to the pitch of the batter head... too many variables thickness... snare bed etc etc)...

Two turns above finger tight on top, two and a half on bottom. Works for Rogers Powertone, Dyna-sonic, SuperTen. I am not sure how that would work with those new fangled super finely threaded rods, MIJ or others.
