Do any off you guys have experience dining this? I want to remove the paint without damaging the gold wrap.

if its lacquer base gold you 'll be safe try a citrus strip start in a small test are to see reaction close to rim

How can I tell if its lacquer based? It looks like basic pray paint.

it depends most factory finishes were lacquer based for production reason's they have test kits you can get from mohawk in elkgrove ill id try a drop of stripper on edge were rim goes and see or under a bracket or lug u should b find cover with plastic a few min nd see the longer it sits covered the more it will take off good luck gary
