Burgundy Try removing one that has been on a drum for some time being tuned constant, you will note it unites with collar of the tension rod and it intended job is not done. Brass washer also they wear out in time. and when removed you will see that they have bevelled taking shape of rim hole
Try taking that over tightening bend out of the tab on those cheap non-heat treated thin ass hoops.
The flat sits 90 to the rod or it`s broke.

Just thought I'd mention - I use the nylon washers between the original metal washer and the rim, strictly to get that smooth tuning feeling. So in my case it doesn't even matter if the originals are fused to the rod, though this would absolutely be a concern if one wants their gear to be in truly respectable condition. For hacks like myself :), the nylon washers are a quick and effective fix, and they're cheap at the local hardware store.
