the guy has it presented with both toms as rack toms but wouldnt the 15" tom work well as a floor tom either mounted on a cymbal stand or on a low-rise snare stand? and are these late 70s or very early 80s?

You could play the 15 as a hanging floor.

That lot is not worth 75.00.
