I have had several Slingerland later sixties toms with the badges facing the side at 180 degrees from the tom mount. This was very common for Set O Matic toms receivers. That way, there are no designated left or right side toms.

Wouldn't that position the muffler in front when reversed?
The badges point out to the sides while the muffler knobs face the drummer. The right hand tom's badge was installed to point to the right. The left tom's badge points to the left. If you want to change the direction for the badge to face (left or right), turn the tom upside down, and slide a very thin piece of stiff paper under each side of the badge. Then, gently rotate the badge with the paper protecting the shell from being scratched. I promise you that this method works perfectly.
I should have also said that when I have done this, I have added a matching muffler to the mounted tom reso heads a la Gretsch or special order slingy.
This (almost) exact kit is on Chicago craigslist for $1000 right now. I like blue satin flame. Im glad it won't sell for $1000. Maybe it will get cheaper and Ill be able to afford it.

Gosh, of course you can do that, but why, unless you have different sized toms and want to set up left handed?
Besides, the same thing would be accomplished no matter where the badges are mounted anyway, so mounting the badges to the side so you can switch toms can't be the reason for the placement.
Those toms are built for left and right, not to have the option of turning them upside down and have the muffler on the bottom.
So, it turns out the guy has probably sold them to another buyer (insert your invective of choice here). I waited too long. I must, however, add that it was worth it because I learned some useful stuff from this thread. Love the forum. Thanks people!
If the seller still has the drums, and is waiting for the other buyer to get the money together, or whatever... and it's nearby, or at least a reasonable distance. Go there with cash. Waving the money under the guys nose could make a difference. This is why whenever I sell anything on C/L or yard sale or whatever... it ain't sold until I get the money, and it's always first come first served.
