If they aren't too messed up inside, in round, and at least kind of have edges the shell pack is worth $100 all day. I've had two of these over the years and loved both. $175 is a stretch. See if you can talk him down.

One thing to note is that it is a little harder to keep the floor in tune because it was reduced to 6 lugs each side. Tom should be OK and basses are not too, too sensitive for live play in any event and normally are somewhat muffled anyway. Tjat was a common means to keep costs down. You'll see a lot of basses and toms with only 6 lugs each side in the MIJ range. If it was clean and I needed it, I wouldn't mind paying $175.
That is my first kit, except I had a matching snare. If the drums are in good shape, it's worth it...
