It's a Slingerland 30's Radio king In a green gold Duco color, the bottom head is a tacked bottom head 12x14" tom.

Slingerland was making tack bottom toms from the late 30's until c. 1941. They're actually OK if the bottom head still has some integrity. They were bass drum hoop mounted, & gave a deep voice.
