Could be a jazzfestival. It has been painted over no telling what else if you can get it for no more than $100.00.

I don't buy to resell so I would pay $150-175 for that drum and hope something cool is under the paint and then play it.

Black lacquer was never a popular color. As a result, there aren't many of them around. If that's a 'factory' black lacquer Jazzfest it's worth a lot more than $150. If it was stripped and painted then $150 is fine. If it's a Ludwig factory finish, that drum is worth upwards of $450.

Painted - $250 unless there's a special wrap.

Original- $350 or so.

I see quite a few black lacquers out there. Maybe alot of them have been repainted.

The rare Ludwig finish from that era is Black Wrap.

Yes, but isn't the most valuable finish still Black Oyster? And without stripping some of the paint from under a lug, couldn't you tell if there was an original wrap under there by examining the bearing edges to see if there was a wrap embedded under the scarf joint?

Looks like original black duco with some wear around the badge to me. More closeup photos would help in that determination.
