Other Set looks like a Gretsch drums and Rogers parts mix? Different photos not all same but timbales definitely are a set of Slingerland.

Gig set appears to be a matching wood-finished Premier set in the same sizes as above. In all photos but one, it appears that he's using a 5x14 matching snare. In the B/W photo where Peter Gabriel is wearing a leather coat, Phil is using a clear Fibes 5x14 snare drum.
In all photos, the hi-hat stand is a Slingerland Dynamo.
My guess is that most or all of the cymbals are Paiste. A Paiste setup guide that I own indicates that he plays 14", 16", and 18" Formula 602 thin crashes, but the book is dated from 1981.
In the photo in which he's wearing overalls, the heads on the kit drums appear to be Premier Everplays. The heads on the timbales (at least the two smaller ones) appear to be Ludwig.
