Looks factory to me but I don`t remember a knob ever being over a badge. (add-on)

The tone control knob over the badge showed up around the same time as granitone interiors.

To me, the leg mounts don't look like they're in the right place on the floor tom.

Once Ludwig began putting the tone control knob over the badge, it generally appeared on marching drums and mounted toms. From what I have seen, floor toms still had the tone control several panels away from the badge. I would tend to think this particular drum is a marching drum or a mounted tom that has had leg mounts added.

Collecting information about the following for ongoing research projects:
Gretsch drums with serial numbers,
Ludwig Keystone and B/O badge drums with serial numbers and date stamps,
Ludwig Standards from 1968-73, and
Ludwigs with paper labels from 1971-72

I agree that it is a marching snare or tenor drum that was made into a floor tom. Guys do it all the time. I have a couple myself.

The tone control knob placed over the badge dates back to the keystone era on marching drums.

Heres the question to ask....How close are the badge numbers? If they are all close...that could very well be a special order floor tom. Ludwig did pretty much anything you asked at the time. The other thing that tells me it just may be special order is that the leg placement is correct. Ludwig has an off set layout. Notice the leg to the right of the badge is one panel away while the one to the left of the badge is two panels away.
