It seems possible that the location of the tom mount is not consistent either. You may have two different moving targets.

Here's a top view of my 20" diameter Ludwig Standard bass drum. The Classic tom holder receiver uses the original Standard holder's holes. The tom holder receiver is centered on the top of the drum. The badge hole appears to be pretty much in alignment with the tom receiver's top hole and one and a quarter inch center to center apart from each other.
No matter how far you push the envelope, it is still stationery.
