Thanks again for all the help and support on this. I've gotten some more info that thinks he is a member here and on DFO. I hate causing issues between forum members and in the vintage drum community in general. It's not much money but the integrity issue. I just hope he sees all this and realizes how small this group really is for an international forum. For the most part we stick together and have each others back. I'd like to keep it that way.

From what I have read so far regarding this issue, you are not the one "causing the issue". The seller is. Open up a case and get your money back.
Good luck.
I hope the seller gives you a refund asap. Should not matter if it's $1 or $1000 you are due a refund promptly. Many of us know who it is so hopefully he'll take care of you soon.
I've seen that eBay "handle" before, too, and may have sold him some stuff (maybe even bought some stuff, too).
Anyway, by all means open up a case with eBay. You can do that online, and you can also call them. Since you've already gone 'above and beyond' they won't hesitate to help you out.

OK, I tried to give the seller every benefit of doubt in this but no response. I have opened a case in E-Bay. I guess he has 7 days to respond before I escalate it through E-Bay. I will see what happens, this is new to me. I think I will stay with buying through the forums BUT, what ways do we have here if there is a problem with a transaction because this E-Bay seller is also a member here?
He is a member here as mentioned above. I know he's had issues with folks on here and DFO. He's on my avoid list with 2-3 others on this forum. One of these folks did the same thing with me, offering me a refund. I sent the part back at my cost and nothing followed. All I can tell you is keep on fighting. I tried and tried but eventually got the feeling that I was being a pain about bringing it up. At least you have ebay to go thru.
Hope you get everything straightened out! good luck!
Update: I have heard from the seller through here and he promises me a refund tomorrow. I'll let you all know in a couple of days. Again, thanks for all the help and support on this.

I hope you do receive a refund, you deserve it! What concerns me is that he said "tomorrow"....what the h#ll is wrong with NOW?? Seems after a month, the guy would be more than willing to get it finished ASAP without more repercussion.
Could someone please pm me this guys username on here, so I can avoid any transactions? Thanks!
Nevin
The latest: I have received a full refund and I have seen it in my PayPal account and PayPal has refunded my Visa card. I was still out my $10 for return shipping but I can live with that. $10 is cheap for the lesson I learned. Two days over a month with this issue. As I have been warned in the past I will pass along my warning to you, BE CAREFUL WITH EBAY!!!!!
