Kit #1 never had a swivo mount added. There are photos and video from the 70's and 80's of the bass drum and rack tom from kit #1 that clearly show the original Ludwig rail mount.

Kit #2 had a swivo mount added sometime between the American tour and A Hard Day's Night.

Which, I have always felt, meant that Ringo was having trouble with the factory mounts, getting the tom to stay put in one spot. The swivos solved that problem.

Personally, if we are talking Beatle Drums, my favorite is the set Johnny Hutch played with them at the Larry Parnes audtion. Single head toms!

If you watch the movie Help! The swivo on kit number two can be clearly seen when they are play you're gonna loose that girl in the faux studio scene.

I was just thinking about that pic of Ringo with the WMP set at rehearsal on the Ed Sillivan show. Just read where Manny's music delivered the correct set in the wrong wrap but had the correct one there before the last rehearsal and show. I think that was the second set. Wonder if that's when the tom mount changed?
