There just is not a good, or even stupid, reason for this to have been done.
Well, obviously there had to be a stupid reason, although I can't imagine what that might be, but someone with no knowledge of how a snare throw-off functions decided to remove it from its original position and mount it as if it were a butt plate. He might as well have just mounted an eye bolt into the shell and tied off the snares. Some people shouldn't be allowed near sharp objects or tools.
