That`s surface rust growing out of small pits in the chrome, all of that and the surface stains will polish right up. The thing is complete teardown, with careful choice of cleaners, NO STEEL WOOL UNDER ANY CERCUMSTANCES AT ALL...The rust will continue to grow in time, a deep clean with a polish waxing and it`ll shine real well and look almost new. Scratches and dents are what kill it. I see nothing major at all, all minor elbow grease stuff. Ludwig was the sloppiest when it came to inside care. They let glue drip and painted over it, that`s all normal and authentic and proof of no hard restoring.
Most guys will take it as is for top dollar and clean it up themselves. I know I would. But its not a SONOR and I know what you have.
Steel wool will ruin the sheen on the wrap and scratch swirl the chrome forever. Don`t use it, not even 0000 gauge. In fact a well used green pad with cleaning oil very softly for tough stuff. A new one might scratch up the wrap sheen too.
Everything used should be cotton and oils on the metal and buff cloth on the wrap.
Even the screws don`t look like they seen a tool, and that`s a good thing.
I'd say your friend hit the lottery there.

OddBall: Thanks for the cleaning tips. I've replaced the heads and dusted it a bit, but I'm not doing anything else to it.
I know a craftsman who would do a superb job with this. But if my friend decides to sell, my inclination is to leave it as it stands now and let the buyer decide on restoration.

1- Found in the garbage-- The person who did this, whether ignorant or not, should be jailed for such an atrocity..;)
2- Am i missing something when some forum members think that finding a Blue Oyster Pearl vintage Ludwig snare drum in the trash is, for lack of a better term,"meh", and not something to get excited about ? I'm sorry, i just don't get it.. If it were me, i would've been yelling and running down the street that i'd won the vintage drum lottery ! Lol !
Finding ANY 60's Jazz Festival (or even a Pioneer) in the trash would be something worth shouting about.
Finding Blue Oyster would certainly be a great find, but, short of oyster pink or one of the mod wraps, oyster black is as "money" as it gets.

I understand that..This is only due to a significant drummer who comes from Liverpool.. If it were Blue he chose to play, you can bet the value tables would be turned ;)
