Honestly for the amount you are going to pay for Gibraltar hoops...you wouldnt spend much (if any) more to just get the correct ones for the kit. If you want to send me an email we can work on a price for two hoops and the lugs you need. You might want to actually take a magnet to your tom hoops and see if it sticks or not. It shouldn't...they should be brass...but it would be worth checking so that you have similar "mass" on each side of the drum no matter which hoops you end up going with. It should help with balance of tuning/keeping the shells happy in terms of equal tension.

That is a great score! You don't see this color a lot. Usually the blue ones are more common it seems. I would put them back to specks. Shouldn't have any problems getting it all together at a good price. Congrats!
It looks like a great score but the water damage to the bearing edge of the bass drum may be hopeless. Check my post with photos in the restoration section and please weigh in.
