Oh, there are still a few low life deceitful swag flaunting cretins adrift amongst the floatsom and jetsam that is the vintage drum community. ENRON, Adelphia, and others struck it rich when trusting souls denied the obvious. Granted, these slime molds are dealing on a much smaller scale, but they are crooks nonetheless. Until folks stop living under a mushroom, they will continue to fall prey to 'em. The good news ... the spuds will reap what they sow.

They are one and the same. You may not be privy, that's all. Understandable.
There are those that take new or vintage shells, work or rework them (builder as defined by this thread), assemble them (assembler as defined by this thread), and pass them off as the real deal. There are quite a few out there. If you've never run into their work, then you are fortunate. Check eBay and other threads here; they are spoken of. It's one of those things that has gotten under my skin in a bad way. It's also one of the reasons I've closed my eBay account.

OK, so I skipped to the end of this thread becuase I quit caring what the difference is, so if someone has already mentioned this, sorry. With all the automation I beleive the builder is a machine. I don't think anybody actually hand makes shell, hand cut bearing edges or layout and drill holes. The only thing that exists is the assembler.
